FTB about to make an offer, scared and in need of help please !

I am 24 and about to make an offer on an amazing glasgow tenement flat.
It is offers over 89995... and has 3 bedrooms and an amzing 24' lounge. It has been done up really nicely with new kitchen, and bathroom, carpets throughout. The owner has had the flat 25 years but has not been in it the past 2 as she moved in with her current partner. The flat is just lovely.
Now my pal is a mortgage broker and has ways and means for getting info for free! fortunately he knows the surveyor and got all the info, basically he has valued the property at 130k !!! which is simply out of my range.
He has had trouble finding similar property prices in the area and they have all been around 90k...
The owner said to me today he felt it was worth around the 120k mark... The most I can stretch to I think is 128 with a 10% deposit.
Now seens that there are 15 notes of interest and one of the 2 surveys carried out said it is worth 130k... its probably safe to say I won't get it... but as it is offers over 90k me offering 128k is still a good shout??
I dont know really what I am asking here in this post, i'm just getting this off my chest I think!! I am excited but also fully aware I am probably not going to get it!

There seems to be no harm in putting in an offer, you have nothing to lose after all.
Put in as much as you can afford and hope for the best.
As for stress try the english system!Pawpurrs x

If it's what you want and you can afford it, no harm in giving it a punt. You'll kick yourself to death if you find out later it went for £125K, just don't build your hopes up too much. Don't buy a ticket ... and all that.

thanks for the encouragement, i will offer 128 and just hope eh... nothing ventured and all that. can't stop thinking about it tho

one thing that worries me is the factor fees which are £140 a MONTH ! ! shockin, guy said it was covering electricity within the close, keeping it clean but the majority was the building insurance.

closing date is friday midday. there were lots of rich daddies in mercedes wi their student kids etc so i will eaten up by them again i am sure.
not sure what to offer tho, there was one type 1 and one type 2 survey done and it was valued at 130k... but that doesnt mean that much will be offered, i mean thats 40k over the asking price!! nearly 50% ! part of me wants to offer my max 128k, but that will mean stamp duty... and part of me says offer 124999 so i dont have to... but then i might no get it.
altho deep down i think the person that got the survey will offer what it got valued at.
