Taxes are due on income. As a tenant you have no income associated with the tenancy alas, only outgoings.

Living off savings or benefits is not earning an income but I doubt this is relevant to you.
Why don't you clarify your question? Are you asking whether your landlord should be registered with HMRC to pay tax on your rent, or whether as a tenant you should be paying Council Tax, or possibly whether as a tenant you should be informing the HMRC that you are paying rent to your landord? Or none of these questions?

OP - are you a tenant who has got permission to sublet and is receiving rent from a lodger? Are you saying you don't have any other income apart from your lodger's rent? If so, how much rent do you receive from them? Frankly, your post isn't clear enough for people to advise, stop being vague.0
