Clear Car Properly or Get Points and Fine

Have heard that Strathclyde Police are going to fine drivers that don't clear car properly including roof. Penalty is 3 points and £60.00 fine. Some of the cars that I have seen have such poor visibility that the drivers should lose their license totally. Saw one driver who had only used the wipers to clear front snow but had not cleared ice below it. He put his hand out at the lights and cleared a 3" section with his credit card and proceeded to bomb off in direction of the motorway. You would never guess it but it was a youngish male professional type in a BMW!

I sincerely hope that is a myth and not fact.
I think it will set a very dangerous precedent if the police are given the powers to fine people. I believe only courts should be allowed to issue fines and put points on licences. This gives people the opportunity to plead not guilty and have a trial, if they so wish.
I spend part of the year in the Middle East where the police have the power to fine drivers who have a dirty car. Needless to say that power is abused and corruption creeps in. I would not like that to apply in Scotland.
I hope the present system of a summons to court, or an offer of a fixed penalty with court as the option, will remain.0 -
It was on the news today that it was a myth, some policeman said it was dangerous but they wouldn't be stopping anyone and fining people for it.
People really should clear off their roof though, I saw someone stopped in the middle of the A8 with snow all over his windscreen after he hit his brakes.0 -

they already have the power of fixed penalty tickets and giving out penalties which entail points?0 -
Yes, I think the offence would be driving a vehicle which is not roadworthy? Of course the motorist has the option to dispute the allegations when a FPN is issued and request a court hearing.0

fwiw it IS agaisnt the law to drive with your view obstructed.
If you leave snow on the bonnet it can fly up into the windscreen, obstructing your view.
If you leave it on the roof, when you brake it can all slide forward obstructing your view.
Leave it on the rear windscreen and again your view is obstructed.
I walked to work yesterday and was amazed at the amount of !!!!!! who couldn't be bothered to sweep at least some of the snow off their cars...

i dont get it
all i do is keep a long soft bristled brush in the house
so i can sweep off the majority of the snow(though not to the paint)
clean the screens as usual and im gone near snow free
i cant actually get ot my council lock up as the road is uncleared and its a dead end,so no traffic going through0 -
Police where waiting outside the industrial estate where my husband works here in Dundee at home-time yesterday & stopping people & fining them, so it isn't a myth. A lot of people have no idea how to drive in these conditions- I confess I don't so I refuse to I find it too scary.Booo!!!0

Fixed penalty tickets are an option to accept guilt without making an appearance at court. The motorist does not have to pay the fixed penalty but can go to court and contest the case.
The police do not issue penalties or penalty points, only a court can do that under present legislation.
The OP was stating that Strathclyde Police would be issuing fines, and I am arguing that is a bad move as I think only the courts should have that power.0
