CTB Help!!

Hey all!
First post here so please be patient lol. Basically I have been Self-Employed for 2years and as of 1/11/10 I have been out of work completely. I am due to receive my first JSA payment this Friday (I hope!) and the wheels are in motion regarding LHA.
Now, I believe I am fully eligable for CTB also (I understand this is part of the LHA form). However, my concern is that I am currently being chased by bailiffs for this years council tax bill as I have paid only £100 this year (And that was to clear court fees). Because it's got to this process the monthly installments option has become void and the full amount is payable.
Sooooo....(you can see where I'm going with this) am I still eligable for CTB??. I kind of expect that I'm not, But do they pay it regardless of the current situation?. Obviously I could use any CTB contributions to pay towards this bill.
Any input would be greatly received.

Yes, you will be eligible for CTB for the period of your CTB claim. However, you will not receive this as a cash payment, it is simply applied to your current liability.Gone ... or have I?0

Sorry, I'm not the brightest spark. Does This mean they will subtract it from what I owe them?. Sorry again for the stupid questions lol.0

They will subtract it from what you owe them for this year, yes. However, you still need to make arrangements to pay for the rest of the year.Gone ... or have I?0
