Poor heating system, what are my rights?

Actually, Anselld, I have not refused to use the heater at all! I was using it up until I could bear the cold no longer! My point was a) the heater has no thermostatic controls so I do not want to leave it on all night and b) the cost of running it.
Also there is a radiator in the room, it doesn't work! I don't think it's fair to expect a tenant to pay a lot of money for a four bedroom house where I can only realistically use three of the bedrooms at the moment.
A plumber came out on Friday PM, he stank of alcohol, told me he had turned the radiator on as one small corner of it was lukewarm, he told me I was not to 'fiddle with the radiators in the house' and then said he would ring me an hour after he left.......still waiting for the phone call and guess what? the bloody radiator is stone cold!
I will be contacting the letting agency tomorrow.
Neas- the lanlord has locked the loft hatch for the small remaining bit of roof space, but I'm thinking it probably isn't that well insulated. As another poster said earlier, the heating system is struggling as it was suited for the house before the loft conversion. I will be looking to move when my tenancy ends. And that's not just because I appear to be unable to cope with the cold!0
