council repairs timescale

My daughter lives in a 2 bedroom council property. She is 29 weeks pregnant with her 3rd child . the other 2 are aged 6 and 2. She moved in in august 2009, since then she has had to have her boiler repaired no less than 12 times........9 of them this year..\Her boiler broke again on saturday 26th and it still hasnt been repaired, she has had 4 different engineers out and all have said ' i don't know what's wrong with it' The council are telling her its down to the maintenance department to sort out.... It is well below zero temperatures... how long are they legally allowed to leave her in this predicament? The council are telling her now that they have done all they are legally oblidged to do..surely this is nnot right can anyone help me with this.
