Easyjet and hand luggage fiasco

Having returned from Venice with Easyjet recently I was amazed how many people don't check in bags anymore (due to the charges) and only have a small case taklen on board as hand luggage.
But what a fiasco when almost eveyone takes their small case on the plane and then the overhead storage is full. 1 family filled the entire overhead storage side of the plane with their baggage alone.
Now what happens? The bags that cannot be stowed are tagged and put in the hold anyway. This took about 15 minutes and meant a late departure.
I know the weight of the hold luggage is a big factor in fuel costs for airlines, but with this fiasco no one had any idea what weight was being carried on board. The hand luggage is never weighed and I could have had a bag full of house bricks.
I fear the rules will be changed in the near future!
