Parking Ticket / Resident Parking Permit Changes

I hold a parking permit via Reading Borough Council to park within the U1 area in Reading around my house.
Since last Fri I have been parked a street away from my house (still within the U1) area, and about 25 yards from my house.
The council have recently decided to change the terms of parking within this street, but none of the other streets including the one my house is on.
When I parked up on Friday I did not see any signs stating the change (which was 'No Parking Between 8am-12pm Mon-Fri)
However when I went to my car today at lunch time i'd received a ticket stating 'Parked In A Restricted Street During Prescribed Hours'
and a small A4 laminated sign dated 30th Sept on the lamp post next to my car, which Im 95% sure wasn't there on Fri.
Surely if they were making changes they would write to residents??? They write about renewing our permits
Do I have a case to argue the charge?
