Special rules for self employed childminders

Hi, Don't know whether I'm missing something glaringly obvious but I was told by our local council to look on https://www.entitledto.co.uk because I'm currently receiving SSP and wanted to try and claim council tax benefit. The thing is when I went on this site it states that there are special rules for self employed childminders in that only two thirds of there income is taken in to account for benefits. Is this really the case? I phoned the tax credits line about my change in income but when I mentioned my wifes earnings they knew nothing of the rule.

I think it may be only 1 third of a self employed childminders income that is taken into account as income for council tax benefit. Normally with self employed you use the whole income minus expenses, for childminders this is assumed to be two thirds of their income.
This means you don't have to provide proof of expenses just what your wife's income is

The site wasn't clear about who applied these rules. I wondered whether It was the case all round.0
