Powermax 140 Boiler. No HW or CH in Timed Mode

I have a Range (/Potterton) Powermax 140 boiler.
If I set it to give constatnt hot water it fires up fine and I have my hot water a few minutes later.
However if I switch to 'timed' mode it will not fire up at all. The red lights come on and go off according to the times set but nothing else happens.
I have tried switching off the power and leaving for ten minutes as well as resetting thr programmer to factory settings.
Can I save my landlord the cost of an engineer?

In case anyone is interested, the programmer unit was replaced under warranty.0

i have the some boiler but i have difrend problems
every year when we want start CH this bioler not working, every year we call for energiner and pay 30-50 pound for 15 minutes work
maybe somone know what is happend and how fix this problem
