Cold flat after re-wire with storage heaters

Son lived in same flat for several years with storage heating (4 heaters, he usually only runs 2 heaters all winter) These are storage heaters on the wall though quite old - Dimplex XL 18N He had the flat re-wired about 6 months ago, and although - at least 11yrs + old - top of the storage heater is hot, the flat is definitely much colder than it usually in over winter. I mean pretty cold....wondering if the re-wire could have antying to do with this?? dumb probably, but something dosent seem right.
Also, flat under him has sold, and could be empty - could make a portion of difference, but checking all options out...

Heat from the property below could make a big difference.
Good quality carpets with decent underlay helps, Thermal lined curtains. Curtains for the doors also
made a big difference to us. The cold behind the curtains surprised me.
Unless they have left holes in the walls that are not properly filled then i doubt the cold is because of that.
It is quite cold for this time of year though.Censorship Reigns Supreme in Troll City...0
