Does an access course expire?

I'm sure I got told it did and could do with a little bit of help:
I've attempted GCSE English twice. Both times, I came out with a D. As part of my access course, I had to do GCSE level English and got a level 3. Do I need to do GCSE English to get my C?
If so, am I able to do it alongside an OU course? (confused about rules regarding OU and other courses) Also, I'm on IBJSA - because I already have a level 3 course, would I receive a fee waiver?

Why not do the C&G Level 2 Literacy; this is equivalent to a GCSE grade C for many purposes.0
