new bank account

Hi all,
My wife had a tendancy to constantly go overdrawn with her day to day current bank account and thus incur unecessary bank charges on a regular basis.
I managed to get her to change to bradford and bingley building society where there was no overdraft facility. Santander have since taken them over and I have noticed that they have provided her account with an overdraft facility. So it appears we could be back to square one.

My question is does anyone now of a bank/building society where it is impossible to go overdrawn i.e. the money you've got in is the only money you can withdraw. The other thing is can you have a hole in the wall card so she can withdraw money conveniently without having to visit an awkward to get to branch in town as she did before. many thanks
