Plinth Heater Help Please

Hi, We have had 2 plinth heater (Hydronic) to our kitchen/dining room recently but i think there must be a problem.
When they have 2 fan settings and when on the lower the air is fairly warm (nothing to shout about though) but when on the high setting it is barely warm. We have asked the fitter to have another look but was told they are fine, the thing is i am not sure about that as between them they should heat over 60 m2.
I am led to believe that the pipes going to it are smaller (apparantly all new houses use the smaller white plastic pipes) than should be but when i phone Smiths about it they said this should be fine.
Any help would be appreciated.

I would think from the information you give that there is not enogh water passing through the matrix.
It could be a restriction such as a valve or a question of balancing the system.
We have a kick board heater that is fed with 10mm tube and it is very good.I used to be indecisive but now I am not sure.0
