Neighbours Extension

Next door have started building a sigle storey extension, which can be seen from our lounge over the top of our fences and looks awful. We don't have a big garden and this is going to probably block sunlight.
I've checked the planning stuff and apparently you can build an extension without planning persmission up to 3 metres deep, and 3 metres up to the eaves is within 2 metres of the boundary.
I obviously haven't gone out and measure it, but although it looks big i don't think it's any taller that 8 feet, so wthin the 3 metres rule.
Is there anything i'm missing that could help?

if it blocks light to a habitable room in your house or have a window overlooking your property then you could question it with the planning department, it's normal that if they are going under permitted development they would already have cleared it with the planners.

it depends where you live, in Scotland you would probably still need a building warrant especially if it is more than 8 sq metresbaldly going on...0
