Is this a phone or TV aerial cable?

Hiya,
I'm trying to solve the mystery of the missing TV signal that's been in my house since I moved in.
There's a wire that cones out an upstairs wall, down the side of the house and towards a box that has the cable TV wires, phone wires and satellite wires running through it.
There's a picture below - can anyone tell what kind of signal this would carry?

Thanks
Pete
