Is it possible to reclaim electricity meter over-payment after switching suppliers?

Hi, In July of this year I switched energy suppliers for my mother as she was receiving very high bills, disproportionate to her useage/house size.

Her first bill from new provider EDF still seemed rather high (electricity only) so we requested the meter was tested - This was confirmed to be faulty and EDF reimbursed her from the period that she joined them.

I contacted her previous provider (Scottish Power) who refused any kind of refund as she was no longer their customer regardless of the fact that we have proof of overpayment.

Can they do this? If not, How far back can we claim a refund from.
