They are all or have been suspended from accessing the DVLA database for gross misconduct!

Whilst this poor woman has been remarkably stupid one also has to wonder at what the management in the council were thinking when they appear to have allowed the matter to escalate to this level without having intervened before. To fall back on the comment "we have to follow procedure" smacks just as much of head-in-the-sand as that of the woman concerned. They may have written letters but had it occurred to any of the shiney-ar*ed brigade to knock on the woman's door, find out what was going on and stop it? This is as good an illustration of the real driver behind local authority parking enforcement (i.e. revenue generation) as any I've seen for some time. Oh, and the quoted official is appropriately named.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I agree. While following the procedures laid down by the parking regulations, which they do have to do, they could and should have shown more care and diligence.
What point does it have to reach before it becomes clear that there is an issue and that it is very unlikely indeed that the council will be able to collect on all the PCNs and that they were wasting their own time.
Blind money chasing and stats driven metrics very probably at work here.0 -
It would not take much extra programming to have the system flag up an issue like this when (say) 10 current tickets have been issued and not dealt with.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The lady could have done better.
However,what's so sad is the context of the whole matter. It is parking outside her own place of dwelling because she didn't have the right permit.
No one thought to nip the issue in the bud from the authorities. No one assesses the mitigation, no one uses common sense. Instead we have a baying mob on the newspaper website slagging her off for this that and the other (including her weight).If you hadn't read the headline you might think they were discussing a murderer.
No one has really lost anything. No one was hurt. It's all so trivial but it caters to the masses who have no connection with her at all. Very sad Jobsworths.:(0 -
In fairness, I don't really understand why she continued to park there - we used to live on a road where you had to have a residents permit, and when we first moved in (before we had proof of address) we just parked further away until we had the correct permit. If she knew that she was incurring tickets that she couldn't pay, I don't understand why she didn't park somewhere else - you don't necessarily have the right to park directly outside your own home.
From the comments on here, I assumed that she had not known about these tickets, but she admits in the article that she did, and was just unable to pay them - so why continue to park there?
Had they not continued to ticket her, then it's tantamount to saying that if you commit the same offence enough times it's not worth pursuing. If I was a neighbour paying for my permit and she was allowed to get away with not paying for one, I would be pretty ticked off. The official from the council said that offers of help were made to her which were refused, so I'm not really sure what else they should have done?0 -
