Cancelling and reclaiming repayment cover charges - Halifax One Card ??

Morning all,
I was just checking prior to contacting the Halifax ref "One" credit card and the £25pm repayment cover im currently paying, Whether firstly "repayment cover" is classed as PPI ? Also, should I cancel the agreement over the phone with them first before trying to claim the past payments back ? Or would I be best just writing a letter to advise that I would like to cancel the repayment cover and that I am attemting to be rembursed for this cover I was believed to have been missold to me back in 2006 when the card was taken out?
