short cut icons don't work

I am a new computer user .
I am running Windows Vista and on opening up to-day the short cut icons do not work. I have not downloaded anything nor changed any settings.
Any help will be appreciated( plain english please) not too technical!!:(

This may be a bit too basic, but you do realise that you are supposed to double click the shortcut icons? I thought I had done something wrong the first time I put a shortcut on my desktop since I couldn't get them to work with one click!0
