Help with rental agency and deposits

If your rental agreement states that the curtains have to be dry-cleaned and you must show the receipts for having this done, even if it's not necessary or fair, I suspect the landlord will seek to make a deduction from your deposit and I also suspect that it may turn out to be more than the £200 you have been quoted.
Just because the curtains are not on the inventory does not mean that they don't exist: you have acknowledged yourself that there has been mention of them in emails. That would be documentary evidence enough for me that they do exist but I don't deal with the disputes process on the deposit-protection process.
I think the advice you have received from your ex-rental agency friend is very poor. And inaccurate.0
