Well I can certainly point you towards last week's thread on why alot of people on here wouldn't touch 'all in one' touchscreen PCs with a bargepole in case it prods you in a more sensible direction.....

on a £100 shop you might on average get 70 items save
10p per product = £7 a week ~ £28 a month
20p per product = £14 a week ~ £56 a month
30p per product = £21 a week ~ £84 a month (or in other words one weeks shoping at the new price)0 -
...HAS TO BE A GOOD MAKE,
You missed something from your list of "must haves" ...must have a working capslock key...
Anyway, to answer, box-shifters make PCs for the masses, dell, Packard bell, acer etc... I'm a great believer in a custom PC for an individual..from any reputable PC shop (independent), get a PC built to fit YOUR needs, not those of the masses.

£700 budget for a PC to run a browser..crumbs...pretty much the cheapest new PC available anywhere is up to the job. Pop into your local PC shop..tell them what you want the PC to do, tell them it must be near silent and you should be able to walk out with a decent enough PC and a couple of hundred quid change.Utinam logica falsa tuam philosophiam totam suffodiant.0

agreed any pc you would buy now would be enough for those tasks so personally i would say budget ~£300-350 for a base unit and ~£200 for a good monitor which as databaseerror has stated would give you around couple hundred quid in your back pocket
although just make sure your local PC shop is not PC WorldDrop a brand challenge

If your going all in one, have a look at the Sainsburys Medion, with cashback and Nectar points about £545.0
