Bobbly paint on new plaster

Hi,
I had my flat damp proofed back in September, and 2 weeks ago primed it with a watered down cheap matt emulsion, I then painted over it with a good quality silk paint. The paint has now bobbled/blistered and can be peeled off. It appears that the salts are pushing the paint off-despite being primed.
How can I rectify this? Do I just sand the paint off and start again? How can I avoid this bobbling?

try using plain matt emulsion.
silk (vinyl) paint makes a skin, and may react with new plaster.Get some gorm.0 -
Its not really advisable to use silk on new plaster as it cant breath but it should not bubble ,to me it sounds as damp or moisture is still in the walls which is pushing the paint off the plaster.Have you tried a test with a damp meter?0

I have not tried a damp meter, but the plaster appeared dry-it had changed colour, and I was advised to wait a month but I even waited 2 months to ensure it was dry.
I have already painted the entire room in silk now-I find it much better to wipe clean, and thought it would hide any imperfections with the slight gleam to it.
I am wondering if I allowed the primer long enough to dry? it felt dry to touch within 2 hours, so I painted over it...but I wonder if it had just penetrated into the plaster and made that damp?? How long are you meant to wait??0
