This is an outrageous breach of customer confidentiality and I am trying to transfer to another provider, however, said director is making it absolutely impossible and putting obstacles everywhere. I am losing business and this has been going on for 5 days now.
I have been unable to send or receive emails, and my websites are all down.
Firstly, what can I do...and secondly...is there a governing body for these sorts of companies that I can make a formal complaint to?

What ISP are you with?
there are 2 Complaint bodies you could contact (ISPs should be a member of at least one of the 2)
Click on your ISP in this list and look for "Dispute Resolution" at the bottom:

The 2 bodies are:
Office of the Telecommunications Ombudsman

and
Communications and Internet Services Adjudication Scheme
