Reboot to factory condition not cleaning virus

Hi, I have some bad infection that even though I reboot to factory condition it will not go away. It is stopping me update antivirus or load any new ones (trend micro titan, malawarebytes etc) I am not sure what to do and hope someone can help.
The software that used to be available on reboot to factory is all changed. I.e. get a screen coming up saying I need to click here to say I understand about choices of browsers and if I close it clicking x in corner a window opens saying that I have not accepted and chosen the browser to install and to proceed I need to pick one of the following.
Also the size of the icons and text looks funny. Not normal size.
The system is windows 7 and being a desktop that did not come with discs I think I may be in big trouble. I did do a rescue disc when new but it does not boot from it and although it has files on it I cannot get it to work so any help would be most welcome indeed.

The browser choice screen is legitimate and an update sent via Windows Update. The icon and text issue is most likely due to the display settings not being set to the native resolution of your display.
Boot the computer in safe mode with network support (press f8 when starting) and then you should be able to get Malwarebytes on.0 -
Thanks. wonder if being a 64bit system is part of the problem. I used to be able to open normal IE and 64bit as separate browser but some pages hated 64bit. now I can not choose and have no clue what one is open.
I was thinking of saving Malawarebytes to memory stick off laptop and installing from there if works0
