Event Day Parking Fine

Hi All, I need some advice.

I live in Brent and parked on a single yellow line on an event day and got a PCN from Brent Council.

Anyway, its a little difficult to explain where I had parked but ill try to paint a good picture.

There is a main road with houses on either side. However, one side has another sub road, a small narrow road which is also single yellow lined. This sub road has two entrances. One entrance has a sign saying "Brent Cntrolled Parking Zone on Event Days", but the other entrance does not. It only had little yellow signs to say no parking on event days.

I entered this sub road through the entrance where there is no big sign. This is purely because this entrance logically comes first when im driving from my house. Therefore I genuinely didn't see the sign as there wasn't one there.

I had no idea there was an event on that day in Wembley and another person who parked behind me using the same entrance also got a ticket.

I was with an estate agent who also claimed he didnt see any signs upon entering (but he lucklily got away as he got to his car). That makes 3 people. Is that a sufficient argument to make a claim upon?

Would I incur the full penalty if I fail with an appeal? Any advice or help would be much appreciated.

  • Does the "other" sign have the means of conveying the days when there are matches/events? Get pics of both signs. Get pics of the pcn, both sides and remove personal bits, and host on tinypic. copy the url and put it into a post, then remove the http:// bit. Useful to also get the google street view of area even though it could be a bit out of date.
you could also take all the info and post on pepipoo.com at spread your bets.

Hello...Thanks for the reply. I've done as you said but wasn't sure which link to use :)

    I've attached 4 images:

    1. Event Sign 1 (the larger sign which conveys that this is a parking zone)
    2. Event Sign 2 (smaller sign which just states no parking on Event days)
    3. A google maps view
    4. PCN front

The Key for the google maps view is as follows:

    - The red "x" marks locations around the area where the larger Event Sign 1 is posted
    - The solid Black box indicates where my car was parked
    - The black arrow indicates where I entered the sub road from (you can see that there is no larger Event Sign 1 on that entrance)

Hope this makes it clearer. Thanks again for your help.

Sorry it looks like not all the images are up. See below the remaining images.

    tinypic.com/r/ajs4kk/7 - Google map layout
    tinypic.com/r/20saosw/7 - Event Sign 2 (smaller one)
    tinypic.com/r/1ffq0m/7 - Event Sign 1 (larger one)
  • So what you are saying is You came in via a road which does not have/did not have the larger sign so you did not know of the restriction? How near is/are the smaller signs to where you parked?

Hi, yes that is what im saying. Also, that road has two entrances and the entrance where I entered the road did not have the larger sign to say there was an event today. The larger signs state that there is an event so not to park.

Admittedly, the smaller signs were not that far off from where I parked.

However, my argument is that if the large sign stating im entering a event parking zone AND there is an event today, had been up on the entrance where I entered the road, I would not have parked there.

Did it make sense from my attached google map image?

    What do you think Peter?

Peter is offline so I would say take a few minutes to register on pepipoo if you haven't already, and post your query there.

They are the experts really, we know more about private parking tickets here and have less expertise on appealing Council PCNs. This is the board you need to post your query on, with your pictures:

Basically you should appeal - I think I speak for most regular posters when I give that advice - but get pepipoo's advice first on what to say.

Yes you would lose the right to pay the [STRIKE]bribe[/STRIKE] discounted fine if you appealed all the way and lost. But most cases that go to the adjudicator succeed, and so do most cases posted about on pepipoo forums, so personally I would appeal every time and forget about the bribe (lower fine).

You certainly seem to have grounds for appeal.

    HTH
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
