If you look in the power options in control panel, there may be something setup there. I know that some laptops disable nic cards when its on battery power to conserve power

Definitely sounds like it's disabling it due to it running on battery.....in control panel...is there a toshiba application that manages these settings ?

Try: device manager, net adapters, right click wireless adapter, properties, power management, uncheck, 'allow the computer to turn off this device to save power'.
