clarification- boiler certs

i posted a while ago about an issue i had due to boiler cert not being issued and would value opinons please.

condending Boiler installed april 10 to replace bbu, as this is notifiable under building regs i asked installer whether they would complete necessary paperwork and was told yes. Installer (definately gas safe registered) has not notified gas safe so certificate not issued.

Questions
1.Do i need this cert?
2.If not issued will is cause me problem in future?

I am getting conflicting info ,can anyone clarify this for me, am i making a mountain out of a mole hill for nothing?

All new boiler installtions should be notified to local building control. This can be carried out by several organisations, of which Gas safe is one.

It could cause you problems when you come to sell, but then it may not. You won't know until that time happens.

If you haven't got the certs then you can usually buy indemnity insurance when you come to sell.

Why have you not contacted the installer or Gas Safe to complain?

i have contacted both and dont seem to be getting anywhere! Building control have now said that they can arrange review and issue necessary paperwork but i dont see why i should have to pay for this when the installer agreed to do this, all i can think of is that there is a problem with the work.
