    Having re-read the notice, does all necessary steps include making vexatious complaints to the landlord. I would steer clear this sounds like a nightmare.

    Looking at the age of the building, it is highly likely that the person who placed the restrictive covenant on the property is dead and that their descendants probably don't have any interest in the area. Therefore, who is going to enforce the covenant? As far as I know, it is only the person who originally placed this covenant on the property who can enforce it. Therefore, this neighbour is just trying to scare people off from renting the property.
