Scorpio, it is not the poster typing it, but MSE converting it somehow (don't ask me how or why because I am not a techie ) I have noticed these weird numeric combinations on a couple of my posts, and I can assure you I did not type them!

My theory is that you can't just cut and paste text from other peoples sites as they have copyright. So, I think MSE removes some of the text and replaces it so the site's not infringing copyright.

If you look at where the strange numbers have come up it looks like it could just be a glitch that occurs when you cut and paste apostrophes onto the site.
