When you state your shown on the bill , can you clarify where ?
The bill will show those who are liable for the council (those who are responsible for paying) and most will also show the name of any other occupiers of the property who are registered with the council. Unless you are shown as one of the liable parties then then bill is correct.
If your shown as one of the liable parties then you shouldn't be.As has been pointed out the 'Hierarchy of Liability' determines that where the owners live in a property then they are the ones responsible for the council tax.
You have no personnal liability and therefore cant claim CTB.
