New Children's Car Seat Law Query

I'm hoping someone can clarify a situation for me. I understand the law with regard to carrying children and car seats, but what I'm not clear on is what is the situation if you give a lift to someone with a child, escpecially if it is a babe in arms?
Does anyone know the answer?

Up to 3 years old the child must use the correct child restraint, with the only exceptions being for travel in a licensed taxi or licensed hire car.
So if you don't have an appropriate child seat, they walk.0 -
Just a quickie on this one...
The grace period had ended - Well certainly in Derbyshire.
Following the introduction of the new law, motorists in Derbyshire and pretty much the rest of the country we given a month's grace whereby the police were not issuing tickets. That period ended a week or so ago here, and if you get caught is a £30 non endorsable (no penalty points) ticket.0 -

They confirmed what I thought was correct, I had been advising my daughter regarding her taking her young cousin out in her car and then a few days later she refused to give a lift to friends of a friend, as she didn't have a car seat for their fairly young baby, and wasn't very popular because of it, so I just wanted to check that we were in the right.
