    They are not I turn on my daughters laptop and it automatically logs on to a neighbours wi fi connection with no help from me the isp aint bothered as long as its getting its dosh

    That's a completely different situation, if you have the neighbour's permission then it defers to the permission of the ISP. If you haven't got the neighbour's permission then it is actually illegal. A recent case of a man taken to court and found guilty because he connected to someone's unsecure wireless network without permission has been discussed on these forums before.
