Council Parking Fine

Hi can anyone tell me if a parking fine needs to actually be attached to the vehicle these days? I was just leaving the house on monday when a traffic warden was literally just printing ff my ticket. She had not had chance to attach it to the windscreen but said I've already ticketed it I'm afraid ! I hadn't been there much more than 5 mins, and she could see me leaving the house carrying heavy bags to go to work. I was half on double yellows.
Should I have just driven off and not taken the ticket from her????
I will appeal anyway cos I'm sure they increased the area of yellow lines when the road was resurfaced a few years back and I didn't see a notice anywhere regarding this.

Tickets do not need to be fixed, they can be handed to the victim or set to you if you drive off first. Copy the ticket and remove personal bits. Host both sides on tinypic and copy/paste the url into a post here and on pepipoo.com. Also get measurements of the lines if you think they are too wide. Ther is also an exemption for loading so this is a possible avenue.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
