Quote for replacing a timber floor

Our floor needs replacing, and so far I've had 2 very different quotes.
The first guys are reputable builders - well they're FMB registered - and they've quoted £1500 to replace joists and timbers, cure problems, put insulation under floorboards and replace skirting and architraves. They say they are working to Building Regs standards.
The second guy quoted £700 to replace joists and timbers, spray the walls, and replace the skirting. He won't be insulating though. He says he'll be using redwood.
Having said that, the second guy hasn't produced a written quote yet, but I'm just wondering if it's worth paying the extra to get it done?
