Can I be charged for National Curriculum Swimming Lessons?

we no longer get funding in schools to cover swim lessons
at our school yrs 3, 4 & 5 each go for 1 term
we've just had to put everyone in the big pool as they started charging double if we used the learner pool too (thats £25 per pool per week)
we also have to pay the transport
that said we dont ask the parents for contributions yet
but lots of things are being cut even tho schools aren't supposed to be losing out
