Time to start PP dispute?

I just want to check that I've done everything I should have and that now is the correct time to start a PP dispute.
History:
9th October - Bought item BIN paid immediately. Seller has nearly 3000 feedback, 99.7% +ve.
12th October - Get email from seller saying item has been collected by City-Link and I can use the tracking number. No tracking number present.
Immediately email seller asking for tracking number.
13th October - Wait all day for deliver. No delivery, no response to request for tracking number.
16th October - Get email from seller saying item is too big for City-Link (A lie according to response posted here) and asking me to call a mobile number to arrange delivery.
Immediately respond telling seller that I am 100% flexible and he can send the printer whenever he likes - just let me know which day it's coming.
19th October - Notice that seller has listed two more items (so must have received my messages). One item is identical to the one he sold me but he has upped the shipping from £20 to £35.
Email seller asking him to explain why he hasn't sent printer. Inform him that if I get no resonse by today, I will very reluctantly start the non-performing seller procedure.
Today. Still no response from seller.
Checked my contact details again: All correct with telephone number present.
Check junk folder: no misdirected emails present.
So, my question is: have I done everything I should have done to give the seller the opportunity to resolve the problem?
I find it bizzare that a seller with such a lot of good feedback would just fail to communicate properly. Surely they don't think the problem (whatever it is) will just go away.

Well... discounting the possibility that further emails have gone astray (AOL or hotmail, anyone?) as you did initially get messages from him, I think you've been more than patient.My TV is broken!

Just start the claim you have done all you can. Remember do not stop the claim until it you have the printer. Good luck!0

Just got a message via paypal saying that they will send it today for receipt Monday.
The reply mentioned the extra shipping cost (they say they'll pay it) though what that's got to do with me, I don't know.
I'm still pretty sure that they were going to try and get me to pay some or all of the extra and that's why they didn't reply to emails, hoping I'd cave in and use the phone where they could make the suggestion without leaving evidence.
Otherwise, why wait a week and only respond when PP got involved?0 -
well, sounds like you now will get it, so time to sit back and wait.It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.
Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.0
