Help with heated towel rail!!!

I have a heated towel rail that works off the heating system or just on electric. I had a new boiler fitted today and the fitter must have played with it and now I cant figure out how to put it back to electric.
There is a curcuitbreaker with a red line for on and a black line for off I cant remember for the life of me which it needs to be. between that and turning the valves I cant seem too get it to warm up.
