DVLA - Help / advice needed

I got a fine through from the DVLA because someone had seen my car on the road, it was stationary and parked at my mechanics
( friend )house for a new clutch.
The DVLA said I hadn't SORNed it which i had and I sent them the proof. The car has been on my private land since Feb unused because I couldn't afford to get the clutch done. Anyway with winter approaching and it getting colder I got the money together and got the car over to my mechanic. He lives in a terrace with no off street parking so I put it in a small car park near the beach for him to work on.
The DVLA are now accepting I did SORN the car but now say it doesn't matter because to transport the car to the mechanic was wrong as I didn't have an Excise licence ?
Does anyone know what this is and how is the layman supposed to know this. The amount they are demanding is far in excess of any supposed offence and I need to know where I stand.
Any help appreciated cos at the moment it feels like the DVLA are licensed robbers and are just out to get as much money as possible.

Excise license = tax disc, if you had it on sorn and then drove it to your mechanic ( that`s what you imply) then they are fining you for having unlicenced ( untaxed ) vehicle.
