Travel Insurance for Emigrating

I am planning to return to Cape Town, South Africa for two years after being offered an internship at a school there.

Part of the permti requirement is a get BUPA health insurance for the two years but I want to have my luggage insured just in case. I can't find any insurance company that doesn offer just baggage insurance as they all include medical insurance which I dont need because of having BUPA insurance.

I have heard that airlines are responsible under the Montreal Convention to give compensation for lost or damaged baggage but it seems quite complicated. Should I just go without any insurance?

ANY suggestions are welcome.
