When can I leave without cancellation charges?

I am wondering when I can leave my current energy supplier?
I want to take advantage of the current offers at EDF but I am currently on online saver 7 with Scottish Power which states that if I leave before the 30th November then I will receive cancellation charges.
EDF are currently offering a welcome bonus (and quidco cashback
) up until the 30th November! Does this mean that I cannot even start the process of applying to EDF until the 1st December or will Scottish Power only apply the cancellation charge if you come off supplier before the date. I know that it takes around 6 weeks from originally applying to actually becoming officially on tariff with the new supplier, so I am wondering if I can start that process now or do I need to wait until the 1st December?
I really dont want to run the risk of paying cancellation charges, so if someone can help me then I will be very grateful!

When you apply with a new supplier they don't do anything at all for the first 14 days so I'd imagine you were safe at least in that time.0
