Bathroom Radiator brackets

I purchased a Chrome Towel Bathroom Radiator from a discount supplier .My builder says the brackets are incorrect as the screw bolts are loose and don't fit in line as the gap is too big.
The supplier is 100% adamant that once it is secured via the the brackets onto wall -it is totally secure- and it would require excessive deliberate force to make the brackets to fail.The supplier doesn't seem to have larger brackets and says they are mostly universal fitting anyway
My builder is 100% adamant that the loose bolts will cause too much movement - he showed me a radiator with correct bolts and even that had movement(again with deliberate attempt though ) and says mine will be much worse and fail
I'm siding with the supplier in that once on wall even with loose bolts it will be secure
So as these 2 seem to be both 100% correct :mad:- someone please clarify:(

    The problem here is that if you make him fit something which he has not supplied himself nor which he is happy to fit eveyone might be nice as pie when the project is complete and the monay that is due is paid. But in a month's(?), year's(?) time when it fails where is the finger going to be pointed first.

    As to which of them is correct can't comment as can't see it or feel it so its a bit moot.
