cold promoting allowed on ebay ?

whilst researching an item to sell on ebay I noticed exactly the same item going for a decent price.

obviously I am keen to promote the item to some of the buyers whi did not win the previous item, am I allowed to drop a friendly awareness email for my listing providing the link to the losing buyers of the previous auction ?

not trying to spam or bombard them, just want to raise the awareness of my sale
