Quick Balance Transfer Question

Greetings all,
applied for a 0% balance transfer card t'other day (I won't be spending on this one heh), anyway I wanted to transfer say £2200 and I put this on the application form but they gave me a limit of say £1900 - any idea if they will just transfer £1900 (taking into account the admin fee) or if they will just open it and I have to manually make the transfer later?
