When to open a dispute?

Hoping you helpful people can give me a bit of advice 
I bought two halogen heaters on ebay (same BIN) but when they arrived one of the halogen bulbs/bars was broken on one heater.
I emailed the seller and they asked if I wanted a new heater or a replacement bar - I said a replacement bar would be fine. A week later it hadn't arrived so I emailed again. They told me it was "definitely sent" but they'd send another. Another week later and that hasn't arrived either. I've emailed again and am waiting on a reply.
Now, I've received other mail and parcels in the meantime so I don't think it's my PO but...
So how long do I leave it? They seem helpful but I suppose they could just be spinning me a line.

There's no harm in opening a paypal dispute 'just in case'. It may get the sellers back up a bit though. If you don't receive the replacement soon then ask the seller how they wish to resolve the matter. If they say they will send another then ask them to send it by trackable mail. Failing that return for a refund.

Thank you. Their feedback looked ok but now I've looked again someone else complained of the same problem last week.0

If they are not replying to your messages I would be inclined to open a dispute. It is likely to concentrate their minds.0

I've opened a dispute now, thanks. My first one so I feel a bit mean :-(. However the other feedback was exactly the same story as mine. They'd also said they'd get back to me yesterday after they'd tried to find out where the parcels were and I've not heard anything.0
