teatime exe,on start up

Hi, Used ccleaner to reduce programs on start, but allowed teatime exe to stay on,with sd .resident.However, microsoft dialogue box says it's blocked.for whatever reason.not classified.Is this ok, if not, how do I tell micro to allow it? It comes up as windows defender explorer,. cheers
