Parking Ticket

Hello my wifes sister bought a ticket (it was still valid time wise when she returned to her car) but it blew over on her dashboard (probably when she shut the door) and the inspector issued her with a penalty, surely this cant be right as she bought the ticket as she does every day. Sis in law kept the ticket but they are having none of it what advise can you give us. Do we challenge them and ask them to look at the cctv when they should see the car enter the pay and display car park at that time which will tally up with the ticket? Or is there anything else we can do, i should say that she is on low income and is going to college to get qualified and get a better job (thats why she was in the car park in the first place). We have spoke to the council who operate the car park and they are adamant she must pay the fine 60 odd quid :mad: for 09.00 am to 14.00pm worth of parking and as i said that she did pay in good faith and just because the ticket blew over on the dash! Proper jobsworths here i would name and shame the council but i dont know if i would get in trouble for it.
