Charging more for postage - is this allowed?

I was about to bid on the following item - 99p start bid and £4 postage. I then noticed in the description it says postage will be £6 as she cannot put more than £4 postage.
I understand that ebay have capped maximum postage charges in some categories but isn't it up to the seller to start the auction with a higher start bid?
I want to bid on the coat but will I be covered for the full amount in the event of a paypal claim if I pay her an extra £2?

Hi emerald, charging extra for postage is not allowed, I'd just pay the amount on the eBay invoice and no more, if the seller sends you an ammended invoice then I think you'd be covered for a PP dispute, I'm not sure how eBay would work in such circumstances.:think:Clean straw and pig nuts, a right not a privilege.0

She can only charge the additional amount if you both agree, what she is doing is against Ebays policy.

She can't charge more than the cap £4. If she wanted more she should have added it to her start price. You can bid but I guess she would refuse to send unless you pay the extra. Personally I would report the listing and go elsewhere.

It would have costed them more in fees, as I expect they get free listing for 99p.
Surprise surprise another policy that results in ebay getting more fees.
It would be less complicated if they scrapped the distinction between cost of item and postage and just get fees on the whole price, than introducing fees by stealth, like limiting postage cost or giving higher ranking/5 stars for free postage...0
