I am looking at buying myself a scanner. I have seen a few that I would be interested in however they all seem to say they have a 2.0 USB connection. My PC is about four years old - would I be able to use these scanners (albeit more slowly) with my 1.1 USB ports?

USB is backwards compatible, so, yes, you can use the scanner in those old ports.0
