Don't really think there are significant benefits to buying a domain from one particular source to be honest. Try any of the hosting companies by searching on google.
The type of hosting you need is dependant on the amount of traffic you expect and the size of the files you are gonna use on your site. The size of the site itself is entirely up to you, as you add content to it.
There are a number of bargains to be had on hosting out there, and they will also handle the purchasing of the domain you wish to procure.
There are a huge number of sites that help with web development out there, but what one is dependant on what level you're at with regards code etc.
I've heard good things about this site:

I've been with 1and1 for a few years now with no complaints - they can handle everything from just supplying the domain name to complete hosting packages.

Lots of threads on this board about this subject.
My recommendations ..
Domain names
http://www.123-reg.co.uk/
Web Hosting
http://www.dataflame.co.uk/
The £4.99 monthly plan should be more than sufficent for your needs.

What software will you be using for your site? Can it run on Unix/Linux or Windows or both. Do you require any MySql databases or PHP (if PHP select a Linux solution - if using dataflame) or ASP (if ASP select a Windows solution - if using dataflame). These come as standard.

I used to use 123reg all the time.. but the last 6 months have moved to 1and1.. a much better service al together.. you can get webspace as well very cheap.. if your wanting very cheap.. wwwserver.co.uk give you web hosting fo a year for £25
I use thewm for my test asp.net websites.

Have to agree with the recommendations of companies from Flexible Friend - unless you are intending to use ASP.Net on the site in which case you really need a host that has MS SQL rather than MySQL (as I am continuing to find out to my frustration)
Size of hosting depends on how picture rich your site is going to be/ what size they are going to be and how many visitors you are anticipating.
As to designing it yourself or getting a professional to do it.... I guess it depends if you are running this as a business or a hobby. If you are intending to run a business from it then I wouldnt recommend creating it yourself... especially if you have no experience... the saying "a solicitor who represents himself in court has a fool as a client" goes the same for most things.
If it is a hobby then sure, if you enjoy doing it then write it yourself, if you dont then get someone else. Dont know if your relative is a designer or a developer but if he is the latter then it wont be much effort for them to install a CMS onto the webhost and apply a template and therefore easy for you to modify the content without damaging the look/ feel/ function of the site. All posts made are simply my own opinions and are neither professional advice nor the opinions of my employers
